The conflict in Ukraine on 24 February 2022 began the largest armed conflict in Europe since WWII with far-reaching implications for Eurasia, Europe and beyond. The stagnation of the conflict in Ukraine threatens to drive up humanitarian casualty numbers in 2023, with aid workers at risk of indiscriminate violence such as airstrikes, shelling, rocket attacks, and remnants of war.

Globally, most humanitarian workers affected by violence are national employees (125:7). Duty of Care policies are improving; access to HEAT and other security management trainings are globally available for international staff worldwide. Though, we think there is a big way to improve on making HEAT, TECC and other security trainings available to national employees.

At SAHCO Consulting we thrive on helping our clients and partners implement their duty of care policies to all their employees, providing the highest quality learning experience possible while making it financially and geographically accessible in the safest, closest location where humanitarian programs are being implemented.

These are the reasons that drove us to define our pedagogic access strategy and to decide to deliver HEAT/TECC and TECC trainings to humanitarian workers inside Ukraine.

We thoroughly assessed the safest possible training locations, performed an in-depth risk analysis for our students and instructors, considered unique insurance coverage options, deployed advanced medical equipment and developed specific contingency plans.

Last December, we successfully delivered our first three HEAT/TECC trainings in Ukraine. As per SAHCO’s trainings principles and standards, we still developed and created new modules and more realistic and immersive scenarios to fully contextualize our trainings to the Ukrainian context and the specificities of that conflict. We are working against the clock to provide specialized and safe training support to other humanitarian organizations and journalists inside Ukraine.
